CityFHEPS: A Long-Term Rental Voucher for New Yorkers at Risk of Homelessness

CityFHEPS — the City Fighting Homelessness and Eviction Prevention Supplement — is one of the most powerful rental assistance tools available to low-income New Yorkers. Unlike a one-time payment, CityFHEPS is an ongoing voucher that pays a portion of your monthly rent for up to five years, anywhere in New York State.

Who Qualifies for CityFHEPS?

Your household income must be at or below 200% of the federal poverty level. You also generally need to be at imminent risk of eviction, currently in a shelter, or facing a housing emergency. If your household is eligible for Cash Assistance, you must be actively receiving it before applying. Any active sanctions on your benefits case must be cleared first — visit your HRA Benefits Access Center to do this.

How to Apply for CityFHEPS

CityFHEPS applications go through Homebase, a network of 20 nonprofit offices across the five boroughs. You don’t apply directly to HRA — Homebase case managers assess your eligibility and guide you through every step.

Once you receive a voucher, you can use it to find an apartment anywhere in New York State. The voucher covers the gap between what you can afford and the actual rent. Your landlord receives the subsidy directly from the city. Renew annually — HRA mails your renewal application five months before your subsidy year ends.
