NYC Street Vendor Permit Reform: What Changed and Why It Matters
If you have ever tried to get a street vending permit in New York City, you know the system has been broken for decades. Permit caps frozen since the 1980s created a black market where permits changed hands for tens of thousands of dollars, locking out the very immigrant entrepreneurs and small operators the system was supposed to serve.
That is finally changing. In September 2025, the New York City Council passed landmark street vendor reform legislation, and key provisions take effect in 2026. Here is what you need to know — and what to do right now if you want to sell on NYC streets.
New Permits and Licenses Coming in 2026 and 2027
The new law creates thousands of new vending opportunities over the next several years, according to 6sqft reporting and the NYC Public Advocate’s office:
Mobile Food Vending Supervisory Licenses: Beginning July 1, 2026, 2,200 new supervisory licenses will be issued each year for five consecutive years. Applications will first be offered to people currently on waiting lists created in 2022. If you are already on the waiting list, the NYC Department of Health will notify you when the application period opens.
General Merchandise Vending Licenses: More than 10,500 new general vending licenses will become available starting in 2027. The NYC Department of Consumer and Worker Protection (DCWP) will contact eligible applicants before January 15, 2027, with details on the application process.
Mobile Food Vending Permit Waiting List: The current waiting list application period for mobile food vending permits has a deadline of April 28, 2026. If you already hold a mobile food vending license, the Health Department will notify you by email or mail when the application window opens. Applications must be postmarked by April 28, 2026.
Sidewalk and Roadway Cafes: April 2026 Season Opens
For restaurant owners, the outdoor dining season is back. Roadway cafes — the pandemic-era dining sheds that became a permanent fixture of NYC streetscapes — are permitted to operate from April 1 through November 29 each year. Sidewalk cafes operate year-round.

Pace University SBDC: The Pace Small Business Development Center maintains an updated list of grants available to NYC small businesses, including the Verizon and LISC partnership grants ($5,000 each), the CitizensNYC Neighborhood Business Grants (up to $5,000), and the Global NY Grant Program (up to $25,000 for export-related expenses).
Customized Training Grant Program: NYC SBS offers federally funded grants that reimburse 60 percent of training costs for eligible small businesses that train at least 10 employees.
